General Permits
Chicken Permit Application
More Information
- Residents wishing to keep chickens in the Village of Warrens must apply for a permit. Please review the requirements before applying.
- Initial Permit Fee: $20
- Renewal Fee: $10 annually
- Max Chickens Allowed: 6 (No roosters)

Dog License Request
More Information
Any dog that is kept on your property or is in your possession for more than 30 days and is at least 5 months of age is required to be licensed by Monroe County. This license must be renewed annually. License must be obtained and/or renewed by March 31 of the license year. An additional $15 late fee will be assessed for each license purchased after March 31, of the current license year.
License fees for 2025 are:
- $35 for male or female unaltered dogs ($50.00 After March 31)
- $20 for spayed or neutered dogs ($35.00 After March 31)
To obtain a license you must provide proof at the time of licensing that the dog has a current rabies vaccination from a certified veterinarian. Your veterinarian must also provide proof of spaying or neutering.
Building Permit Applications

Event Permit Application – Small & Large-Scale Events

For Small & Large-Scale Events in the Village of Warrens
Planning a public event? All organized events within the Village require a permit—however, the application process may vary depending on the event size and scope.
🔹 Large-Scale Events
A permit is required for any event that:
- Expects over 100 attendees
- Uses public property (streets, sidewalks, parks)
- Involves alcohol, vendors, food trucks, or temporary structures
- Includes amplified sound or street/sidewalk closures
🕒 Must be submitted at least 90 days in advance.
📋 Insurance, site maps, and additional approvals may be required.
🔸 Small-Scale Events
You may qualify for a simplified permit process if your event:
- Has 100 or fewer attendees
- Does not include alcohol, vendors, street closures, or large structures
- Is hosted by a recognized community partner (e.g., Lions Club, Fire District, local nonprofits)

Sign Permit

The Village of Warrens requires a Sign Permit for both commercial and residential signs, including billboards, digital billboards, home occupations, bed and breakfasts, and church bulletins.
Commercial Sign Permits
Required for businesses planning to install signs such as billboards, pylon signs, or digital displays. The application requires documentation such as sign drawings, location details, and proof of liability insurance for certain sign types. The permit fee is $100.
Residential Sign Permits
Required for residential signs, including those for home occupations, short-term rentals, and nonflashing illuminated church bulletins. The application requires similar documentation, such as sign drawings and location details, and the permit fee is $40.

Transient Merchant Permit Application

Required for individuals or businesses conducting temporary sales or services within the Village limits. This includes door-to-door sales, pop-up stands, or mobile services. Applications must be submitted at least 90 days prior to operation. Proof of insurance and identification required.
Zoning and Land Use Permits
Conditional Use Permit

A Conditional Use Permit (CUP) allows property owners to use their land in a way that is not typically permitted by zoning laws, but is considered acceptable under certain conditions. The property owner must apply for a CUP and present their case to the Plan Commission. A public hearing is held, and the community is notified. If approved, the use must comply with specific conditions to ensure it does not negatively impact the surrounding area.
To apply, the property owner submits an application, pays a fee, and attends the public hearing for the decision.
Variance Application

A Zoning Variance allows property owners to request an exception to the zoning regulations in their area. It is typically sought when the strict application of zoning laws causes unnecessary hardship due to the property’s unique characteristics (such as its size, shape, or location). Variances can be granted for things like setbacks, building height, or lot coverage. A variance does not change the zoning classification but allows a specific deviation from it.
To apply for a zoning variance, the applicant must submit a form to the Village Clerk’s Office, provide supporting documentation, and attend a public hearing for the decision.
Request for Annexation into the Village

Annexation Petition
This application allows property owners to request the transfer of their property from a town to the Village of Warrens. By submitting the petition, property owners seek approval for their land to be annexed into the village under Wisconsin Statute § 66.0217(2). The process includes providing a legal description of the property, a map of the annexation area, and a signed petition by all property owners. Upon approval, the property becomes part of the Village, and annexation fees apply.

AB-200: Alcohol License Renewal Application
Purpose: Used to renew an alcohol license for businesses already licensed.

Temporary 6-Month License
Purpose: Used for short-term needs, such as seasonal events, where alcohol can be served for up to six months. Only available to bona fide clubs, county or local fair associations, or similar organizations.

Temporary Class “B” License (Picnic License)
Purpose: This license is issued to nonprofit organizations (such as clubs, churches, fair associations, veterans’ organizations, or chambers of commerce) to sell beer and/or wine at temporary events like festivals or fundraisers.

Operator’s License (Bartender’s License)
Purpose: Required for individuals working in establishments where alcohol is sold or served. This license ensures proper training in responsible alcohol service.

Purpose: A license for venues that offer entertainment (including dancing, live performances) in both indoor and outdoor settings, typically for larger venues or businesses with multiple service areas.

Purpose: Specifically for businesses with outdoor areas (such as patios or parking lots) where entertainment and alcohol are offered.

Safety Permits

Fireworks Permits
The Village of Warrens requires a Fireworks Permit for both individual and group displays, including private celebrations and public events.
Individual Fireworks Permits
Required for residents who own and reside on the property where fireworks will be discharged. The permit includes restrictions on dates, times (4:00 p.m. to 11:00 p.m.), and must be accompanied by proof of homeowner’s liability insurance. The permit fee is $50.
Group Fireworks Permits
Required for events sponsored by groups, organizations, or businesses. Displays must be conducted by a licensed pyrotechnic professional, and insurance requirements include naming the Village as an additional insured. The permit fee is $75.
All fireworks applications must be submitted in advance and comply with safety, zoning, and sound/vibration regulations.
Permits are subject to approval by the Village Clerk or Village Board, depending on the event’s size, scope, and location.
Noise Permits
A Temporary Noise Permit is required for events or activities expected to exceed normal sound levels, such as live music, amplified entertainment, or outdoor events near residential areas.
Noise permits help maintain community standards while supporting local events. They may be required alongside a Cabaret License or Special Event Permit. Applicants must describe the sound source, duration, and mitigation measures.
Noise permit fees may vary depending on event size, location, and potential impact. Applicants will be notified if a fee applies upon review.
All noise permits are reviewed and approved by Village staff and may be referred to the Village Board for final decision if needed.
