MEETING MINUTES
PLEASE TAKE NOTICE that the Spring Caucus will be held on Tuesday, January 9, 2024, 6:00 pm at the Village Hall, 301 Main St, Warrens, WI 54666. A meeting of the Village Board of Trustees of the Village of Warrens will be held immediately following the Caucus. The Village Board of Trustees will consider and may take action on the matters set forth on the following Agenda.

Meeting called to order by J. Krultz at 6:30 pm, who led the Pledge of Allegiance. Attendees were J. Krultz, M. Rezin, A. Werner, T. Malinger & D. Oakes. Also in attendance were Clerk- K. Oakes, Treasurer- N. Zellmer
Motion made to accept Agenda by T. Malinger, D. Oakes 2nd. CARRIED
New Business
- Damiano claim– tabled to Closed Session for discussion
MINUTES: December 12, 2023 & December 14, 2023. Motion made to accept minutes with corrections made by A. Werner, D. Oakes 2nd. CARRIED. (T. Malinger & M. Rezin abstained)
COMMITTEE REPORTS:
- Warrens Monroe Commission – N/A
- Department of Public Works – Motion made to purchase used Garbage truck from Tomah upon successful inspection from Kimpton’s and financing contingency made by T. Malinger, A. Werner 2nd. CARRIED.
- Planning/Zoning – J. Krultz expressed intention to encourage more community involvement with committees. This may include creating new committees.
- Audit/Budget – 2021 Audit Draft Plan to vote on this audit at February meeting
- Office Administration- Account Signers/credit cards, Log Building costs K. Pierce cancelled/will try to come next month for rest of CCF paperwork. Clerk is working on Log Bldg costs. Plans to finish before end of January.
- Training Opportunities- No new information about upcoming trainings
- Resident’s Concerns/Complaints about late arrival of taxes
UNFINISHED BUSINESS:
- Zoning map edits J. Krultz & A. Werner will work on this project.
- CCF set up – February completion
Communications – Delinquent Account list, Monthly Calendar
Liquor Licenses-/Operator’s Licenses – N/A
Transfer and Payment of Bills- Motion made by D. Oakes, A. Werner 2nd. CARRIED
Upon motion duly made and adopted, the Village Board may convene into closed session (i) pursuant to State Statute 19.85(c) to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility to discuss personnel.
In addition, the Board will convene in Closed Session Pursuant to Wisconsin Statute Section 19.85(1)(g) Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved (Claim of Anthony Damiano).
Meeting went into Closed Session at 7:51 pm. Roll Call – OAKES, here; MALINGER, here; KRULTZ, here; REZIN, here; WERNER, here.
Board President, J. Krultz left closed session at 9:05 pm.
Reconvene in Open Session Under Wisconsin Statute Section 19.85(2). Board came back into Open Session at 9:49 pm.
Consideration of the Claim of Anthony Damiano. T. Malinger made a motion to deny claim based on advice of legal counsel, with the 4 stated agreements. A. Werner 2nd. CARRIED
